OOXML cannot write non Latin characters in URLs, so it is not appropriate for China, Japan, Korea and much other countries.
Peter Junge wrote in his article An open document standard for China:
Another important standard that Microsoft does not support, is the RFC 3987 specification, which defines UTF-8 capable Internet addresses.
Consequently, OOXML does not support the use of Oriental characters within a Web address, neither others.
China, Japan and Korea, among others, cannot use write their usual characters in the URLs of OOXML.
The same happens for east European and Arabic languages using not Latin characters in their alphabet and their URLs.
Great "internationalization" of your formats, Microsoft! The majority of the Earth population cannot write their URLs in your "provincial" format.
This serious technical deficiency of the OOXML specification affects to at least to the following ISO/IEC members:
