No, press and observers may not attend, and the meeting may not be recorded or broadcast in any way.
You can expect that Microsoft will lobby to do not send any list before the 11 December:

It is likely that NB will not be able to attend and participate in the BRM.
I would advise all the people reading this post to make a phone call to their Standard Body in order to have the list of the representatives for their country. You never know that they might be Microsoft friends…
