Vladimir Tchaikovsky, former director of Azerbaijan office, was assigned onto newly created position of Microsoft general director in Belarus. Tchaikovsky is known by scandal related to hijacking of Azerbaijan vote in ISO DIS 29500 .
It's interesting fact, that resistance to the OOXML adoption in Belarus, organised this summer by local grassroots activists, was the hardest over all CIS countries.
Related facts, Microsoft-Azerbaijan:
Results of Vladimir Tchaikovsky activity are injection of Microsoft software in president administration, and Microsoft software installed in all Azerbaijanian schools.
Related facts, Noooxml-Belarus:
Due to arguments, provided by noooxml activists, Belarusian standartisation body decided to reconsider the OOXML question (pre-defined decision was to vote "Yes"). It's the only country in CIS where question was reconsideration due to public pressure.
BELST involved about 20 expert organisations, and ask them to consider translated IBM comments (provided by activists) and unofficial Microsoft responce to the comments provided by Microsoft-Russia. Unfortunately, experts assumably were asked political question ("What should be the vote") instead of technical questions ("Are technical problems critical"). As a result of counting expert opinions (12Y-5N-3A) Belarus standartisation body made final decision to vote "Yes'.
