From the official statement:

In Latvia there is strong lobbying from both supporters and opponents of
"Open XML" DIS. Acknowledging importance of this standard for whole
industry however Latvia is against approval of this standard in existing
form due following reasons:

1. There is a growing evidence that "Open XML" DIS lacks crucial
information necessary for actual Open XML parser creation. We find this
fact disturbing.
2. "Open XML" DIS solutions for links, forms, math equations, vector
graphics, date representation and several other are not in conformance
with existing standards. We believe this is against a common practice
how new standards should be created.

We believe that "Open XML" DIS needs serious revision and after solving
most crucial issues can be again proposed for review.

Could anybody point an URL of this official Latvian standards body statement ? I can't find anything, related to OOXML at http://www.lvs.lv (I know Latvian language a little bit) :(

They don't have URL for this, unfortunately, because they update their webpage rather seldom.

This looks like a big misunderstanding. As far as i know, this might turn out not to be the official position at all, taking into acount the information about procedural violations of this "position" development.
