This has certainly been a very, very strange and thwarted process where every rule in the book has been bent to its breaking point. I say enough of this already, go back and do it right, and let ISO spend its efforts on accepting standards which are well written and has at least one proper reference implementation, not badly designed, half-baked specifications of vaporware like OOXML. If a standard needs so much fixing it requires 2500 pages of amended comments, it is a clear sign that it was not written with enough care to deserve a fast-track handling in the first place. This is still not a finished standard, it needs to be taken back to the drawing board, be worked on quite a lot more and then be properly resubmitted.

Basically I comment that after ECMA proposed changes there is no reason to keep a fast track procedure. In addition, comments on legal terms and conditions and on reference implementation/conformance tests have been plainly disregarded or postponed to an indefinite future, which is also a sound reason to vote disapproval.
